Why Tool Cupboard costs what it costs
Tool Cupboard has 100 HP on the hard side. Every explosive does a fixed amount of damage to it, so the counts above do not change on a vanilla server: 1 C4, 1 rockets, 1 satchels or 9 explosive 5.56 rounds. Multiply by how many you have to get through and you know the sulfur bill before you craft a thing.
Sulfur per explosive is what decides the cheapest route. A C4 costs 2,200 sulfur to craft, a rocket 1,400, a satchel 480 and one explosive round 25. Rockets also splash the blocks next to the one you hit, so they can still come out ahead when several pieces sit close together, and explo ammo takes time and noise that the number does not show.
